Overview
Said Adan Abi is a highly experienced Institutional Development Advisor with more than twelve years of leadership in public sector transformation, organizational restructuring, and capacity building across Somaliland's central ministries and local governments. His expertise spans policy advisory, strategic planning, institutional reform, and organizational development, with a strong record of delivering sustainable change in fragile and post-transition contexts. He has successfully guided reforms for the Ministry of Finance, Ministry of Foreign Affairs, Ministry of Interior, Somaliland Police Force, and the Civil Service Institute. His portfolio includes developing strategic plans, institutional profiles, operational models, and validated training systems that strengthen governance and service delivery. Said has also worked closely with AfDB, UNDP, UNCDF, ILO, and UNICEF in projects linking policy frameworks to institutional performance. Currently pursuing a PhD in Peace, Governance, and Development at the UN-mandated University for Peace, Said also holds Master's degrees in Global Studies & International Relations and Peace & Conflict Studies, along with a BA in Economics, Political Science, and Public Administration.
